There is criminal responsibility and civil responsibility.  The criminal is 100% criminally responsible.  But, civilly this was 100% preventable had the defendants met their civil responsibilities and kept their promise to the community.  When corporations don't keep their civil promises to keep premises safe and secure crime occurs.  It's very much a reptilian position!  -Nick Rowley
